There is open source software available that is similar to the most popular Adobe programs:
Scribus — Layout/InDesign
Gimp — Image Editing/Photoshop
Inkscape — Vectors/Illustrator
The learning curve might be a bit higher, but there are Wikis and tutorials and the software is “free” after all. (They accept donations to support development)
Alternatively there are the Affinity programs, Designer and Photo, which aren’t free but are not subscription either (like Adobe). They are about $50usd each and can be found here: Affinity.
This is a solid start, but if these don’t fit the bill, searches for any of these products will turn up further alternatives.
